The Nigeria Civil Aviation Authority has placed 11 domestic airlines on its “No-Pay-No-Service” list over unpaid statutory remittances, directing departments within the agency to suspend regulatory and administrative services to the affected operators.
The directive was contained in an internal memo dated May 22, 2026, and signed by the NCAA’s Director of Finance and Accounts, Olufemi Odukoya.
According to the memo, the suspension will remain in effect until the affected airlines fully settle their outstanding debts or agree to structured repayment arrangements with the authority.
Airlines affected by the directive include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Max Air, Overland Airways, ValueJet, NG Eagle, Umza Air, Rano Air and Caverton Helicopters.
The debts relate to unremitted five per cent Ticket Sales Charges and Cargo Sales Charges collected by airlines on behalf of the NCAA as part of statutory obligations used to fund aviation safety oversight, personnel training and other regulatory operations.
Under the directive, no department within the authority is permitted to provide services to any of the listed airlines without clearance from the Directorate of Finance and Accounts.
The memo was circulated across NCAA departments and copied to the Director-General of Civil Aviation alongside other senior officials of the agency.
The development has raised concerns within the aviation sector over the possibility of operational disruptions, as affected carriers could face delays in obtaining critical regulatory approvals and support services pending the resolution of their financial obligations.
Industry stakeholders say the enforcement move signals a tougher stance by the aviation regulator on compliance and revenue remittances within the domestic airline industry.
